ועידת אנאפוליס - מדוע אנחנו לא מברכים

בשבועות האחרונים בוש ורייס עושים מאמצים מדיניים על מנת לכנס באנאפוליס וועידה בינלאומית בהשתתפות של חלק מראשי המדינות באזור, כולל הרשות הפלסטינית.

השלום הוא ערך יקר, ובדרך כלל אנו מברכים על מו"מ בין נציגי ישראל לנציגי הפלסטינים ובין נציגי ישראל לבין נציגי המדינות השכנות. לצערנו, איננו יכולים לברך על ועידת אנאפוליס. מטרתה המרכזית לארגן מערך של כוחות סביב מדיניותה התוקפנית של ארה"ב באזורנו. בוש, אשר בחוסר אחריות מאיים במלחמת עולם שלישית, ואשר אסר על ישראל בשנתיים האחרונות לקיים כל מו"מ עם סוריה, לא יביא שלום עלינו. הוא מכין את הקרקע לפעולות מלחמתיות נוספות.

קיומה של הועידה ושל מעין מו"מ ישראלי-פלסטיני בתנאים של פיצול פלסטיני חסר תקדים ושל בידוד וחנק כלכלי של למעלה ממיליון פלסטינים ברצועת עזה המכותרים על ידי ישראל מבשרים עוד סיבובים של שפיכות דמים בעזה וביישובים הישראלים הסמוכים לה ואולי אף בגבול הצפוני של ישראל. במקום שלום, ועידת אנאפוליס תביא על הישראלים, על הפלסטינים ועל יתר עמי האזור עוד טילים ופצצות ושכול והרס.

סיום אמיתי של הכיבוש וריבונות פלסטינית מלאה במקומו הוא הבסיס היחיד להסדר שלום. בלעדיו כל תהליך מדיני איננו אלא אחיזת עיניים ותוצאותיו: הגברת האלימות והכשרת המלחמה הבאה. אחדות פלסטינית נגד הכיבוש היא אינטרס מרכזי של בני ובנות העם הפלסטיני ושל כלל הישראלים, הרוצים בשלום ובחיים בטוחים. לא יהיה שלום ללא הכללת רצועת עזה בהסדרים ולא יהיה שלום ללא פירוק מלא של ההתנחלויות והפסקת כל צורות הכיבוש, המצור והחנק הכלכלי. רק עמים המממשים את זכויותיהם והחופשיים בתנועתם, הניתן להם להתפתח ולקיים חיים של רווחה, יכולים לערוב להסכמי שלום. שום הסכם לא יחזיק מעמד אם הוא מבוסס על הרעבה וחנק. מניעת דלק ומעבר סחורות לעזה וממנה, הגבלות חמורות על חיי היומיום של למעלה ממיליון תושבים לא יביאו סוף לירי הרקטות אלא להפך, ילבו מלחמת התשה רווית דם. הסכמים המתעלמים ממציאות זו רק יוסיפו שמן למדורה.

על כן, לא נאחל בהצלחה למארגני ומתכנסי הוועידה ונקווה שלמרות פגישתם באנאפוליס - בסיס הצי האימפריאלי של ארה"ב - יזכרו מנהיגי האזור המשתתפים בה כי לעמיהם ולשלומם הם מחויבים.

مؤتمر أنابوليس -لماذا لا نبارك

يبذل بوش ووزيرته رايس جهودا سياسية حثيثة لأجل عقد مؤتمر دولي في أنابوليس يشارك فيه بعض من رؤساء دول المنطقة بما في ذلك السلطة الوطنية الفلسطينية .

السلام هو قيمة عليا ولذلك نبارك ونؤيد المفاوضات بين إسرائيل والفلسطينيين وبين إسرائيل و جاراتها . يؤسفنا أننا لا نستطيع أن نبارك مؤتمر أنابوليس أو نؤيده .إذ يبدو أن الهدف الأساس لهذا المؤتمر هو ببناء اصطفاف قوى داعم للسياسة العدوانية الأمريكية في منطقتنا . بوش الذي يهدد بعنجهية بحرب عالمية ثالثة وبوش الذي حظر على إسرائيل التفاوض مع سوريا في السنتين الأخيرتين لن يجلب لنا السلام وإنما يعد العدة لحرب ضروس جديدة ,

إن انعقاد المؤتمر وعرض ما يشبه التفاوض في ظل شرخ و تقاطب فلسطيني لم نشهد مثله من قبل والذي يرافقه سياسة عزل وتضييق الخناق وحصار اقتصادي لما يزيد عن مليون فلسطيني في قطاع غزة المحاصر. إن مثل هذه الخطوات في هذه الظروف تنذر بجولات حرب دموية إضافية في غزة والبلدات اليهودية المتاخمة لها وربما على الحدود الإسرائيلية الشمالية أيضا . فعوضا عن السلام سيسقط مؤتمر أنابوليس على الإسرائيليين وعلى الفلسطينيين وعلى سائر شعوب المنطقة صواريخ وقذائف والمزيد من الدمار والخسائر البشرية .
إن إنهاء الاحتلال بكل معنى الكلمة والسيادة الفلسطينية التامة كبديل لهذا الاحتلال هو المخرج الوحيد لتسوية سلمية . وكل خطوة لا تسير في هذا الاتجاه ليست إلا ذر الغبار في العيون يعقبها تصاعد في العنف والاستعداد للحرب القادمة. كما أن الوحدة الفلسطينية في وجه الاحتلال هي المصلحة الكبرى لأنصار السلام الفلسطينيين والإسرائيليين رجالا ونساء ، إذ لن يكون السلام دون أن تشمل التسوية قطاع غزة ولن يكون سلام دون إزالة المستوطنات ووقف كل مظاهر الاحتلال والحصار الاقتصادي. لأن الشعوب التي تحظى بحقها بحرية التنقل وتملك إمكانية التقدم وبناء رفاهية اجتماعية فقط هي يمكنها عقد اتفاقات سلام. ولن يكتب العيش لأي اتفاق سلام إذ كان يستند على التجويع والتضييق وقطع الوقود ومنع البضائع من دخول غزة أو الخروج منها.إن قمع وتضييق الخناق على مليون إنسان يوميا لن يضع حدا للصواريخ بل على العكس يضرم حرب استنزاف دموية.وكل اتفاق يتجاهل هذه الحقائق يكون بمثابة صب الزيت على لهيب النار.

لذلك ، لن نتمنى النجاح والتوفيق لمنظمي ومشاركي المؤتمر ونتمنى انه رغم اللقاء في أنابوليس - القاعدة الامبريالية العسكرية الأمريكية - تتذكر قيادة شعوب المنطقة المشاركة في هذا المؤتمر انه عليهم الالتزام بمصلحة شعوبهم وسلامتهم .

We cannot support the Annapolis conference

In recent weeks, Bush and Rice have been endeavoring to convene an international summit in Annapolis, in which some of the leaders of Middle Eastern countries, including the head of the Palestinian Authority, will most likely participate.

Peace is a treasured asset; this is why we usually encourage any and all negotiations between Israeli and Palestinian delegations, as well as between Israeli representatives and those of our neighboring countries. Unfortunately, we can not support the Annapolis conference.

The main purpose of the upcoming conference is to engineer an alignment of forces which will reinforce America's aggressive policy in our region. Bush, who is recklessly threatening those who stand in his way with a third world war, and who has blocked all proposals for negotiation between Syria and Israel in the last two years, is not promoting peace, but preparing for yet more military action.

Holding this conference, and any Israeli-Palestinian negotiations, while the Palestinian people lives under conditions of unprecedented internal division added to the economic isolation and oppression of over one million Palestinians in Gaza, heralds yet more violence and bloodshed in the Gaza Strip, the surrounding Israeli communities, and maybe even on Israel's northern border. Instead of the longed-for peace, the Annapolis conference will only bring bereavement and destruction for Israelis, Palestinians and other peoples of the Middle East.

A true end to the Israeli occupation and full Palestinian independence in its stead is the only basis for a peace agreement. Without this, any diplomatic process is mere deception, and will ultimately serve to increase violence and justify the next war. Palestinian unity in opposition to the occupation is a basic interest of both Palestinian citizens and Israelis seeking to live in peace and safety. Peace will not be achieved without the inclusion of the Gaza Strip in political agreements, and without the complete removal of settlements in the Occupied Territories and the termination of all forms of occupation, siege and economic oppression. Only peoples with the ability to realize basic human rights, who have freedom of movement, who are able to develop and live at ease, can guarantee peace treaties. No agreement that is based on starvation and oppression can withstand. Prevention of fuel and basic necessities, with severe repercussions on the lives of over a million inhabitants, will not end missile attacks. On the contrary - it will provoke a bloody war of attrition.

Therefore, we do not wish success to the organizers and the conferees, and we hope that in spite of the location of the summit, in Annapolis - the base of the USA's imperial navy - our area's leaders will remember their obligations to their peoples and to peace
